Procurement Violation Training
Successful Completion of SPD’s Procurement Code 101 class will satisfy the requirement for procurement violations. When you initially register and again when you sign in on the class attendance sheet, make sure you indicate that you are taking the class as a result of a procurement violation to receive appropriate credit.

Class Offerings
Request for Proposals – RFP
Class Summary: This class is an intensive, “hands-on”, exercise-based class designed to teach students how to manage an RFP based procurement from inception to completion of the protest period. This class is detailed in nature and DOES address specific day-to-day operating procedures necessary to manage an RFP based procurement to a successful completion. Following an RFP based procurement roughly chronologically, the class includes developing the initial requirements, developing the RFP document itself (with specific focus on the requirements and evaluation criteria), issuing the RFP, managing proposals received, evaluating proposals received, selecting finalists and the “Best and Final Offer” process, awarding the contract(s), managing the protest process and properly documenting everything to comply with all legal and practical requirements.
Duration: 3 Consecutive Days
Intended Audience: Government employees that will be managing, or will be directly involved with, an RFP based procurement. SPD anticipates making this class mandatory for any agency person wishing to serve as the Procurement Manager for any RFP based procurement processed through SPD.

Procurement Code Overview
Class Summary: This class is designed to give a high-level overview of the NM Procurement Code and how it must be applied. The class is general in nature and does not specifically address day-to-day operating procedures. Included are who the code applies to, how it must be applied, the different procurement methods (including bids, proposals, and sole source) as well as the processing of vendor responses and protests.

Procurement Overview for Elected Officials
Class Summary: This class is designed to give a very high-level introductory overview of the government procurement process and NM Procurement Code to elected officials. Attendance preference will be given to NEWLY ELECTED government officials. The class is very general in nature and does not address day-to-day operating procedures. Included is the background of the Procurement Code, the intent of the code, who the code applies to, how it must be applied, the different procurement methods (including bids, proposals, sole source and emergency) as well as handling of vendor responses and protests.

Specifications Development
Class Summary: This class is designed to provide an understanding, and develop a working level knowledge, of the development of specifications that address a user’s needs in a manner that clearly conveys the need to the potential vendor community. While generally high level in nature, the class does get into some lower level, day-to-day operational matters related to specification development. Particular attention is paid to the development of specifications that can be easily understood in order to produce responses that can be easily and fairly evaluated and (if appropriate) scored.

Utilizing Invitations to Bid
Class Summary: For Non-Executive Branch State Agencies and Local Public Bodies that conduct their own ITB based procurements, especially on an infrequent basis, the class will offer insight into one way to conduct such procurements that are timely, fair, and manageable and results in defensible contract awards consistent with the NM Procurement Code. Unique local approaches and needs will be addressed, as appropriate, in light of the NM Procurement Code.

NOTE: This class has not yet been fully developed as we assess agency interest in such a class. If you feel this class would be beneficial to you or your agency, please contact Susan Inman and let her know. If we have sufficient interest, we will proceed with final development of the class. If we do develop and offer this class, we expect it to be on an “as requested” basis. As with our other (existing) classes, State Agencies or Local Public Body requesting the class be held outside of the Santa Fe area must agree to pay the per diem and travel expenses of the Purchasing Division staff member that conducts the class.
State agencies and Local Public Bodies wishing to host the class may wish to consider inviting other government representatives, from within their local geographic area, to maximize the value of the class.
