Class Offerings
The following classes are offered to State Entities throughout the year. For more information concerning any of the classes, contact the instructor for each class.
Request for Proposals - RFP
Duration: 24 Hours (3 Consecutive Full Days)
Intended Audience: Government employees that will be managing, or will be directly involved with, an RFP based procurement. SPD anticipates making this class mandatory for any agency person wishing to serve as the Procurement Manager for any RFP based procurement processed through SPD.
Availability: State agencies or Local Public Bodies.

Class Summary: This class is an intensive, "hands-on", exercise based class designed to teach students how to manage an RFP based procurement from inception to completion of the protest period. This class is detailed in nature and DOES address specific day-to-day operating procedures necessary to manage an RFP based procurement to a successful completion. Following an RFP based procurement roughly chronologically, the class includes developing the initial requirements, developing the RFP document itself (with specific focus on the requirements and evaluation criteria), issuing the RFP, managing proposals received, evaluating proposals received, selecting finalists and the "Best and Final Offer" process, awarding the contract(s), managing the protest process and properly documenting everything to comply with all legal and practical requirements.
FY-13 Schedule: Oct 24-26, 2012; Nov 13-15, 2012; Jan 8-10, 2013; March 5-7, 2013.
Other Important Information: Preference will be given to persons that will be conducting American Recovery and Reinvestment Act (ARRA or "Stimulus") funded procurements. Beyond the designated schedule, preference will be given to requests for additional class sessions in the Santa Fe area. If an unscheduled class is requested by a State Agency or Local Public Body outside of the Santa Fe area, that agency must agree to pay the per diem and travel expenses of the Purchasing Division staff member that conducts the class. SPD may or may not be able to accommodate the request. Agencies hosting such a class outside of the Santa Fe area may wish to consider inviting other government representatives, from within their local geographic area, to maximize the value of the class.

Class Summary:This class is designed to give a high level overview of the NM Procurement Code and how it must be applied. The class is general in nature and does not specifically address day-to-day operating procedures. Included are who the code applies to, how it must be applied, the different procurement methods (including bids, proposals and sole source) as well as the processing of vendor responses and protests.
FY-13 Schedule: Nov 6, 2012; Feb 4, 2013; April 1, 2013.
If requested by a State Agency or Local Public Body outside of the Santa Fe area, that agency must agree to pay the per diem and travel expenses of the Purchasing Division staff member that conducts the class.
*Class Location - Unless otherwise noted, Procurement Code Overview classes held in Santa Fe will take place in the State Purchasing Division Bid Room, First Floor, Joseph Montoya Office Building, 1100 S. St. Francis Drive, Santa Fe, NM.

Procurement Overview for Elected Officials

Class Summary: This class is designed to give a very high level introductory overview of the government procurement process and NM Procurement Code to elected officials. Attendance preference will be given to NEWLY ELECTED government officials. The class is very general in nature and does not address day-to-day operating procedures. Included is the background of the Procurement Code, the intent of the code, who the code applies to, how it must be applied, the different procurement methods (including bids, proposals, sole source and emergency) as well as handling of vendor responses and protests.
FY13 Schedule: There are currently no classes scheduled for FY13. Please call (505) 827-0474 if you are interested in scheduling a class.
* Subject to sufficient persons registering. Classes will be held in the evenings to minimize schedule conflicts. We anticipate this to be 7:00 p.m. to 9:00 p.m. but this is subject to change based on attendee needs. Specific date and location to be determined within the range of Dec. 1 thru Dec. 17. Officials elected in the November, 2010 election will be contacted and invited. Elected officials, not elected in November, 2010 are invited as well but will not be contacted with a specific invitation. Those persons should contact the registrar. (See "How to Register", above.)

- Class Summary: This class is designed to provide an understanding, and develop a working level knowledge, of the development of specifications that address a user's needs in a manner that clearly conveys the need to the potential vendor community. While generally high level in nature, the class does get into some lower level, day-to-day operational matters related to specification development. Particular attention is paid to the development of specifications that can be easily understood in order to produce responses that can be easily and fairly evaluated and (if appropriate) scored.
FY13 Schedule: December 6, 2012.

- For Non-Executive Branch State Agencies and Local Public Bodies that conduct their own ITB based procurements, especially on an infrequent basis, the class will offer insight into one way to conduct such procurements that is timely, fair, manageable and results in defensible contract awards consistent with the NM Procurement Code. Unique local approaches and needs will be addressed, as appropriate, in light of the NM Procurement Code.

Other Important Information: This class has not yet been fully developed as we assess agency interest in such a class. If you feel this class would be beneficial to you or your agency, please contact Kathy Sanchez (see "How to Register", above) and let her know. If we have sufficient interest, we will proceed with final development of the class. If we do develop and offer this class, we expect it to be on an "as requested" basis. As with our other (existing) classes, State Agencies or Local Public Body requesting the class be held outside of the Santa Fe area must agree to pay the per diem and travel expenses of the Purchasing Division staff member that conducts the class.

- eProcurement Project - Phase I of the e-procurement project solidified the procurement business processes by applying consistency in the procurement process and streamlining the usage of commodity codes. Enhanced control over the data input through leveraging data already loaded into SHARE provides better consistency in reporting functionality. This project adjusted the configuration of the existing purchasing module of SHARE.
