About the IT Consolidation Project
The consolidation of State of New Mexico information technology (IT)
services, software, equipment, purchasing and personnel is a multi-year
initiative to reduce the cost of state government operations by implementing
statewide enterprise models for architecture, programs and services. Governor
Bill Richardson and his administration are committed to driving this initiative
for the benefit of New Mexico taxpayers. By promoting the efficient, cooperative
use of IT resources across state government, IT Consolidation will deliver
substantial savings in operational costs, as well as providing many additional
benefits:
- Improved support of agency programs
- Better security and reduced infrastructure risk
- More effective use and management of IT assets and investments
- Diminished duplication of IT services
- Augmented delivery of government services to benefit citizens
- Promotion of economic development
Initial emphasis on infrastructure provides a foundation for IT Consolidation,
which will happen at three levels:
- Agency Organizational Consolidation. Agencies will place all
IT functions under the Chief Information Officer (CIO) or IT Lead so
that duplication is minimized, and the Secretary or Director has a single
point of accountability for IT.
- Inter-Agency Business Domain Consolidation. To promote the
highest level of inter-agency sharing and leveraging of services, common
business functions such as claims processing and case management will
be provided for the shared business domains of Education, Constituent
Services, Resource Management, Justice, and Government Operations.
- Technical Infrastructure Consolidation. Common infrastructure
services will be consolidated across the state government enterprise
and provided by General Services Department as "utilities"
at technical domain levels, such as security, directory services and
network resources.
